Each military service has its own opinion about how many dollars it needs in the near future based upon what it needed in the last war it fought. It's probably a great idea to have a civilian in charge of the DOD. I remember President Dwight David Eisenhower's warning to beware of the Military Industrial Complex.
Technology is always the game changer that determines the cost of new weapons of war. I remember the "Skunk Works" led by Kelly Johnson. Our elected Congress has the final say over financing the costs of our defense through the taxation of our citizens with the need to balance the budget and protect the value of the dollar in the competitive world market. The Average American Can't Answer These Simple World War II Questions and neither can their members of Congress.
History is complicated and usually incomplete. While historians do their best to interpret old records and data, any type of tracking was almost impossible until tracking technology improved. World War II is one area that is particularly true, and as time passes and the horrors of the Holocaust move to the back of our memories, it's important to remember the details. Both world wars are a huge part of the world's history, but the origins and endings are complex and hard to understand because there wasn't an easy way to communicate quickly back then (like the internet and DARPA).
Historians are still piecing together parts of the war that killed so many civilians and soldiers, along with six million Jews. Because there are so many details, battles, and countries involved, it's difficult to remember it all. After the Nuclear Weapons technology became the new technology, Mutually Assured Destruction (M.A.D.) became the way future wars would be fought.
Thank God that hasn't happened yet, but the "nuclear alarm clock" says we are just minutes away from midnight and the end of life on earth. This is all about greed for money and power by the leaders of less than 6 of the 195 countries on earth.

Pat, One of my last jobs as Contractor was being Senior Security Engineer for all USAF Financial Sytems. Part of that was the Budget Formulation System, The USAF and all of DoD was ordered by Congress to get a balanced budget which would show, and track, all expendatures of DoD. So we held a Source Selection to choise a company to implement this Program. A big part of first phase was a Budget Formulation System so each agency could forecast thier Funding requirements and where it was destined to go. Then after Appropiations they could then track Expendatures. Well we created a System using a Data Dictionary for common terms used in the Financial World of USAF and DoD. A common dictionary is needed to define and allow tracking of money. So our system was down to the penney and even considered the Rounding of money. We had two choices Round the accuracy of display or round the dollars. Not a lot of difference, but we chose the Display detail. That means what is displayed is accurate, but the actual computation my not be accurate to penney. We had numerous debates over that one going. But guess what? In formulating the budget, funds are rounded to the closest Million. But we also had issues with Data Dictionary. I lead a study a few years before this on common dictionary items. One of the most common terms used in finance is "Cost". Thats very close to Price. But looking over severaal hundred USAF System ( this didn't include all other DoD Agencies which also had their own definations. We came up with over35 different instances of "Cost". One was cost as shown in Supply systems, then we had several from Acquisition Systems such as current cost, last purchase cost, unit purchase cost and Quanity discount cost. I worked that system for almost 10 years and when I left we were all still trying to get consentous defination. We did manage to solve over 250 terms within USAF, but could not get Army to agree with most. We also had to Classify the Budget System at Secret until it is approved by Congress. Reason, so individual Congressmen/Senators cannot see what is going/no longer going to their Districts and they could try to interfer to get more money for their State. During our studies we also tried to track the "M Account". That is a category of money that was given to individual Services to fund Programs, but the funds have expired. Each Years Appropiations have Life until expired. Some are 1 yr, 2 yr and up to 5 years before expiring. Expired funds cannot be reprogrammed. Every Sept each Service looks at expiring funds and tries to redirect expiring funds to "Shouvle Ready Programs". When they are transferred, the recieving Program awards money to contractor with unfunded programs so money isn't sent back to General Funds. Well we started looking into expired funds since they were part of USF Fundsbut were not returned to General Fund as the Program may have issues with Contractor suing Government for more money. So "M Account" has in the past been source of Court ordered payments to a program long after Contract ended. I remember one Program that went through Court System for over 10 years before being settled. I also remember when I was working C-130 Simulator/Visual System beore I retired. We had a young Lt going through C-130 Training at Little Rock AFB. His father was 3 star as our boss in ASD at WPAFB. He told his father how great rhe visual System was and how it would save lies, But we only had one system as it never came up to Specifications. So GE and USAF Funded work 50/50 for several years before we found it Good for Prime Time. But we had no money as it had expired. The 3 star called our 4 man team over to his office and asked why we were not buying a visual for each simulator. So we told him how we had converted it to proff of concept after initial delivery of first unit. So he said how much do you need. We found out that $10 mil was max that he could use without going back to Congress. He told us to buy what we could with $10 mil. We got with GE and found we could build 3 units without Logistics support. But we only had 3 weeks to get it on order before 1 Oct. We got all the paperwork and Contracts modified and Got USAF Signature, but it was a Friday afternoon nd Sunday was 30 Sept. General said no problem, he call Walsh at GE, talked to him and set up a golf match at WPAFB for Sunday morning. We got contract signed after General let Walsh win the round. So then General let us do our thing to get new System built and installed. Next year, late Aug the General called us and asked how much we needed to finish program. We had to get back to him. Talked with GE and worked out cost to finish and told General, he said his son loved us and got us over $25 Mil from expiring funds from other Programs. We ended up buying two more than the 9 we needed for USAF and let Marines buy 2 for their C-130 Sims. PS I got a Meritour Service Medal (3rd Oak Leaf Cluster). for all the work I did to get the General his Visual Systems.

I have been at WPAFB since 1983. I knew about many of our advanced weapons system before they went public. I was read into F-117 stealth fighter as part of simulator team way before it was public. I also had friends working B-2 program and F-22 and F-35 teams as well. During all this time we had reports of a new Fighter and I later found out it was the Aurora hypersonic aircraft Program. It used a scramjet engine which after it used normal jet to get it up supersonic the RAM Jet was used to go hyperspeed. It's RAM jet will continue to increase speed as long as you give fuel. But during testing they would pulse feed fuel and that resulted in Cigar Puff rings in sky when itwould fly. So people would see contrail with smoke rings trailing behind. I guess thats is current Hypersonic Fighter.
