Looks like when he crested the hill he got a strong left side blast of wind and turned into it changing his CG and she went over on the trooper's car. What was troubling is none of the early passers by stopped to render aid unless some did after passing camera range.
It's a law in TX to move to the left lane for passing when any car is off on the emergency shoulder. It's better to do that when you are quarter to half mile before passing them. Most LEOs making a stop in TX now approach the vehicle from the right side if there is room to stand. Highway stops are dangerous.
