Pastor Jim, To avoid hassles put your intention to install a flag pole on the HOAs Architectural Review Form (if they have one) and reference the state law on the pole height and any other dimensions required by the HOA like distance from the street or home (if they have any). If you have lighting on it you'll need to show those plans as well. No need in giving anyone the opportunity to say it doesn't comply with neighborhood covenants & restrictions on a technicality other than pole height. Pat P.
