This from Air Force Magazine on-line.
Duluth Gets F-16 for Display: A retired F-16 fighter will soon grace the base entrance of the Minnesota Air National Guard's 148th Fighter Wing in Duluth. The static display is made possible through the donations of local businesses and community groups, reports Duluth's WDIO TV news station. The F-16 will be angled to look as if it's getting ready to take off. Work on the display will begin in a few weeks and is expected to take about two months to finish. The wing operates F-16 Block 50 aircraft, having swapped out its older F-16 Block 25s for the newer airframes.

Headed back "Home" to Duluth on Sunday after 21 years in SoCal. A 31 year member of the 179th/148th and will be attending the annual Retiree Breakfast at the base on the 22nd. There is always a Commander's Briefing on the latest unit happenings and I'm sure there will be an up to date progress report on the "Lawn Dart" :razz . Attachments:

Work has started on the support for the "Lawn Dart" static at the 148th FW at Duluth. The picture was taken on Jun 28th 2011. The F-16 is ready to go as soon as the pedestal is complete. If you are going to Duluth expecting to get on base and get pictures of the units new Block 50 aircraft, forget it! Security procedures on base for this aircraft are super tight. Best chance for photos of operational aircraft are from the civilian terminal. Since I am back "home" and a Duluth resident again I will monitor the projects progress and post updated pic's.
